Despite having similar qualities to the Nazgul...a horseman, hiss of snakes, the messenger was not one of them. Since this took place, according to Gloin "a year prior" and the Nazgul weren't released until Sauron's surprise attack on Osgiliath.

No, it is not Meneldil.

I will clarify that while this character did technically ascend to a throne of a Kingdom of Men, the clue does not come from a passage that refers to that ascension - e.g. the clue 'ascend' is not being used in the sense of ascending to a throne. Just in case that was unclear!
