Due to this being a new page, I will answer both new questions and compile the list of answered questions/hints.

@Elvheimdros, it is not said whether it was made in Middle Earth, or the Undying Lands, but it CAN be assumed it was made in Middle Earth because of who owns it.
@Boromir88, there is no reference to anyone other than a Noldor using it.

Comprehensive list of hints:
What am I?
Hint: Noldor

1. It was produced by the end of the First Age.
2. It is not specifically a weapon.
3. It is not the Feanorian Lamps.
4. It was not made by Feanor, as far as we know.
5. It is a very niche object.
6. It was made by the Noldor.
7. It is assumed to be made in Middle Earth.
8. There is no reference to any but a Noldor using it.

Is it the Mirror of Galadriel? I think that would classify as a niche object and only Galadriel is able to command it's visions.

@Boromir88 it is not the Mirror of Galadriel, but yes it was wielded by one of the High Kings of the Noldor @Aerlinn!

Well, well, well. I'll be damned. Good job @Dwim! I thought it was gonna take a little longer than that to guess it, but I suppose once the question about High Kings was asked that narrowed it down quite a bit. I'll take 11 hints/guess though. Well you're up then friend!

Nice! Thanks Ta'leus. You're right, the high kings question did narrow it down quite helpfully. And more so when you said it was "wielded".

For the new round I will try to be a bit more cryptic with my clue after my last effort.

Well I can't get the very recent reading out of my head, and so it can't be the Lady Tom speaks of who formerly owned the brooch he took. Is it the Prince of Cardolan who some say died in the war with Angmar and was buried in the barrow the Barrow-wight captured the hobbits in?
